No, but the taxing authority would probably tack on a surcharge to cover the interchange fee and then some, like the fed govt. does.

Actually it's a reference to Mao's wife (Jiang Qing) who was part of a conspiracy during the Cultural Revolution in China. I teach politics at a college so it is sort of a tongue-in-cheek nom de guerre.
Ok, duh. Should have known it was something like that. Check out the band (if you haven't already), whose name is obviously (to me now) a reference to the same. Might want to bring it up in class some day ("hey, the prof is cool.).
THere is a company called Official Payments that charges 2.35% surcharge for tax payments with any major card (Visa/MC/Amex/Discover) and another one called pay1040 that charges the same (but didn't hear of that one until finding it now). I wouldn't do it bec the rewards you are getting are only around 1%.

For 1% rewards I would never use an American Express to pay taxes. With a 2% cash back card it may be tempting, but you would still be throwing away 0.35%.
